The Vietnam office of the Korea Testing Certification Institute (KTC) announced on the 7th 

that it has signed a memorandum of understanding (MOU) with HSCMT, a Korean water meter specialist, 

and Hanoi University of Science and Technology (HHT), to promote the Innovative Water Enterprise Plus Pilot Project.

 

The signing ceremony was held at 5:00 PM on the 3rd (3:00 PM local time) in a conference room at HHT in Hanoi, Vietnam.


The purpose of the agreement is to establish an innovative cooperation model by combining KTC’s capabilities 

in product performance certification and quality verification, HSCMT’s smart water meter technology, 

and HHT’s local research and talent development infrastructure, in response to the Vietnamese government’s 

transition toward an eco-friendly and digital-based public procurement market.


Key areas of cooperation include promoting the Innovative Water Enterprise Plus Pilot Project through 

the installation of smart water meters and data measurement within HHT, and the development of a water management model.

In addition, both sides will activate exchanges such as Korea–Vietnam technology exchange programs to support 

joint research in technology and certification, as well as the training of professional personnel.


They will also establish joint export and bidding strategies 

and support technical evaluation and product registration to build a sustainable cooperation ecosystem.


Ahn Sung-il, President of KTC, stated, “The demonstration project on the HHT campus is a symbolic case 

showing that Korean SMEs’ technologies can be linked with local procurement systems,

” adding, “We expect this agreement to serve as a starting point for expanding Korea’s 

advanced water technologies into Vietnam and across the ASEAN market.”
